but bounty doesnt reflect on strength strength is a major factor but its also the crimes they commit i think katakuri has a much bigger strength than his bounty but since he stays at totto land and doesnt interact much with the outside world much his bounty is fairly low compared to the brazen jack who attacks everything he sees even a former fleet admiral, admiral and vice admiral along with 4 battleships

Well jack did not win against them, they were just maintaining the status quo until jack used the poison gas, so dog storm is not really too inferior to jack, plus, since ashura doji and dog storm were allies, I think they are holding back against each other.
